Jay Rineer is the Chairman of the Board of Directors for R&D Enterprises. He is responsible for negotiating and mitigating all matters of conflict and those issues beyond the scope of the Chief Executive Officer, the Chief Operations Officer and the Board of Directors. He has full authority to act on behalf of the Owner and has full hiring and firing authority. He is responsible for approving any and all new work elements before they are implemented. He answers directly to the Owner.
